Two relations between names and things
¥It is important to distinguish two different relationships between a name and a thing.

¥ÔaccessesÕ, meaning that the name provides a causal pathway to the thing, mediated by the Web.

¥ÔdenotesÕ or Ôrefers toÕ, meaning that the name is being used to mention the thing.

¥WebArch uses ÔidentifiesÕ to mean both or either of these, apparently in the belief that they are synonyms. But they are not, and to think of them as being the same is to be profoundly confused. A great deal of the muddle we now find ourselves in can be directly traced to this confusion.
